RLDAM Legislative Update: July 2023

RLDAM partnered with MFPC to host a legislative breakfast on Thursday, March 9. 

On July 6, 2023, the House and Senate reviewed and ultimately passed the proposed supplemental budget- LD 258: “An Act Making Unified Appropriations and Allocations from the General Fund and Other Funds for the Expenditures of State Government and Changing Certain Provisions of the Law Necessary to the Proper Operations of State Government for the Fiscal Years Ending June 30, 2023, June 30, 2024, and June 30, 2025”.

The supplemental budget included the Paid Family and Medical Leave Program, formerly LD 1964. Governor Mills had previously announced her intent to sign the supplemental budget into law in an op-ed published on June 29, 2023. LD 258 was signed by Governor Mills and passed into law on July 11, 2023.

The Appropriations Committee met earlier this month to review bills remaining on the table that sought funding. Out of the 266 bills reviewed, 123 were approved for passage.

The First Special Session adjourned on Wednesday, July 26, 2023, at approximately 5 a.m. after enacting those bills which needed to be amended off the Special Appropriations Table.

All other bills of interest were either Carried Over (CO) or voted Ought Not to Pass (ONTP):

• LD 827- An Act to Allow Employees to Request Flexible Work Schedules (CO)
• LD 741- An Act to Prohibit Certain Training Repayment Agreements by Employers (CO)
• LD 936- An Act to Require Employers to Disclose Pay Ranges and Maintain Records of Employees’ Pay History (CO)
• LD 949- An Act to Protect Workers from Employer Surveillance (CO)
• LD 1190- An Act to Require Minimum Pay for Reporting to Work” (CO)
• LD 1544- An Act to Improve Economic Security for Maine Children by Amending the Maine Dependent Exemption Tax Credit (ONTP)
• LD 1935- An Act to Promote Workforce Development by Establishing a Workforce Development Program (CO)
• LD 1964- An Act to Create the Maine Paid Family and Medical Leave Benefits Program (ONTP) (258)

The general effective date for nonemergency laws passed in the First Regular Session is Thursday, June 29, 2023.

The cloture deadline for the Second Regular Session is Friday, September 29, 2023 at 4 p.m.
